I know of no system of registration of the slave children, so that it is not known where they are, or how many there are, making any supervision impossible.
The official attitude suggests that these children, so cruelly treated, always go to the Police station or to the Supreme Court Judges. It is only a question of supposing that they would take their complaints to the above, knowing full well the punishment of trying to get freedom in Mui Tsai. They would be far too frightened.
The only official suggestion made is that they could communicate with their parents or tell them on their annual visit. From the information I obtained, it is quite obvious that the rules would not allow them to communicate in any case. Practically all cases they are unable to write.
As regards the annual visits by the parents, there are seldom paid: there is nothing but the fullest inquiry from way available, some with details, to disclose the state in which these children are forced to live. The Colonial Office, with their means of access, could easily obtain this information on the revolting state of affairs, but the details are only found by making full inquiries from people outside and unconnected with the Government.
I know of numerous authentic cases of the most atrocious cruelties. If we were able to obtain these cases with so much ease, the Colonial Office must be equally able to obtain them.
